I now have the honour to forward a report from the Surveyor-General in reply to the criticisms of the Inspecting Engineer. Enclosure
3. The Surveyor-General expresses his regret that the Inspecting Engineer should have assumed that his letter of 3rd March/8th June last was intended to impugn the efficiency of the inspections made by that Officer. He thought it his duty to call the Crown Agents' attention to the fact that under tests identical with those that had been previously applied, certain recent consignments of cement did not exhibit the same appearance as previous consignments, and he observes that he will be placed in a disadvantageous position if he
